Describe the bug
The isMobilePhone validator doesn't work for Sierra Leone phone numbers.

Examples
This phone number: +23274560591 appears as invalid, but it's actually valid.

Additional context
Validator.js version: 13.5.2

@moodele I am sorry about this.
I can admit that the Sri Lanka locale was added as Sierra Leone locale.
I am working to fix this and add Sierra Leone locale has en-SL
