TrollManagement: Notifications are triggered for troll posts

Users receive email/pop-up notifications when a user marked as Troll performs the corresponding actions. This causes users to navigate to the discussions in question and then they don't see the comments by the Troll, often causing users to question publicly where the comment has gone.

Expected functionality

Actions performed by a Troll do not trigger notifications.
