Reveal password currently only works if you type something in the field first. If you generate a password and attempt to reveal it, nothing will happen. Typing in the field first then makes it work until the pop-up is closed again.

Seems to work without issue if opening the settings page in a new tab.

Fix modal password generation

Pass the context to the listeners in the contentLoad block in user.js. Fixes issue where each click to RevealPassword was counting as 3.

Closes #4845
