Summon failed when power is not enough

Describe the bug
In refugee town, spell Summon Daeva will summon a 777 hp creature Deava. The base power is set to 150. If a hero in 1 power, means he can only summon 150 hp, which is not enough to summon a Deava. Then if I cast this spell. Nothing can be summoned. and my 100 mana waste. This turn I can;t even cast another spell. It waste my spell cast chance, too. I feel bad for this.

To Reproduce
Steps to reproduce the behavior:

1. load refugee town mod
2. type cheat code vcmiistari
3. cast Summon Daeva in battle.

Expected behavior
It seems a better idea that at lease summon a creature, or avoid this spell cast.

Actual behavior
spell chance waste, and mana spend. noting happen.
