password parser strips symbols

Symbols such as exclamation marks in the database password are being stripped from the string. I've tried using windows command and git bash same result. This happens with --dbpass and using the password in wp-config.

Also tried escaping the exclamation marks and using double and single quotes.

Mysql also fails to connect when using a password
