This may not be particularly flexible... in the absence of IPGATE we can only IUCV to the system we are on. Even with IPGATE we could only do it from a z/VM, which might be an issue for ELAN2.
Alternatively, we could treat each LPAR-level ELAN like a "compute node" in ICIC terms. Right now I'm thinking that the ELAN2 would orchestrate each system by talking to SMAPI etc directly, but I wonder if a control-point approach would work better (Ansible on the ELAN2 invokes tasks on the ELANs, which could then talk locally to SMAPI via IUCV). The security aspect of this is much better.
Many SMAPI operations are run against the local system, and using IUCV would make it simpler to execute.
