patch 8.1.1127: getwinpos() doesn't work in terminal on MS-Windows co…

…nsole

Problem:    getwinpos() doesn't work in terminal on MS-Windows console.
Solution:   Adjust #ifdefs.  Disable test for MS-Windows console.
