#3520 uses ANSI API, then converts the results to 'encoding'.
However, it doesn't work when a user uses Unicode characters in his account name.
This reverts 8.1.0879 (and 8.1.0882) and uses Unicode API then coverts to 'encoding' to fix #1698.
