Fix the following problems: - margin-break discard and auto not working at block-start margin at unforced break after annonymouse block box (cases in #611) - margin-break discard not working at block-start margin at forced break by break-after specified on the previous element (followup fix to #1124) - margin-break should not affect the block-start margin which follows non-zero block-start padding or border of ancestor block box
