usbguard: prevent removal of IPCAccessControl.d directory #31879

Fixes #31768. The /etc/usbguard/IPCAccessControl.d directory is needed by usbguard-daemon and will fail to start without it.

General

Have the results of the proposed changes been tested?

  • I use the packages affected by the proposed changes on a regular basis and confirm this PR works for me
  • I generally don't use the affected packages but briefly tested this PR

The /etc/usbguard/IPCAccessControl.d directory is needed by
usbguard-daemon and it will fail to start without it. The build system
creates it, but it's empty, so it's cleaned up during package creation.

Fixes: void-linux#31768.
