usbguard: prevent removal of IPCAccessControl.d directory #31879

The /etc/usbguard/IPCAccessControl.d directory is needed by usbguard-daemon and it will fail to start without it. The build system creates it, but it's empty, so it's cleaned up during package creation. Fixes: void-linux#31768.
