There's a Puppet module that takes care of all this. It's also linked in the README on the Third Party section though arguably that should be moved up to the installation section.

This fixes voxpupuli/pypuppetdb#79

There are more resources, current and potentially to-be-used, that have
references to requirements.txt for dependency installation than there
are for test-requirements.txt.
