With workaround until microsoft/vscode-vsce#786 is not fixed. Closes #824
I don't have any Windows on ARM device for testing, so any help with testing would be appreciated. |

According to https://learn.microsoft.com/en-us/windows/arm/apps-on-arm-x86-emulation, it seems that Windows on ARM can execute x86 binaries.
