Interesting. They are using the term differently than we are. It might be worth calling out to contrast what we mean from what they are saying, but that may also be a distraction. We probably don't want to get in a terminology war about it.

Tim Bouma uses functional to indicate ‘used in the community’ and as a distinction from foundational which is government-originated.
