Provide means to specify the reference system(s) used in a dataset.

I suggest untagging "quality" as this is not a quality-specific requirement. Reference system improves the data interpretability and DQV is mentioned as a source for a possible example of modelling solution. However, the requirement itself does not seem directly related to quality assessment.

If this is strictly related to spatial characteristics, DCAT v1 uses dct:spatial to refer to resources of class dct:Location. These resources could be described using the Core Location Vocabulary as a Geometry identifying "a location as a point, line, polygon, etc. expressed using coordinates in some coordinate reference system".

I think we need to agree on what we mean with "data quality". If the tag "quality" is actually only related to "quality assessment", then I would agree - but I would suggest we make this explicit by creating a new tag (quality-assessment).

Otherwise, if with "quality" we mean, more in general, qualitative aspects of the data, then I tend to disagree. In my understanding, things as spatial/temporal resolution, unit of measurement used, coordinate reference systems used, etc. are all qualitative aspects of the data.

As far as spatial/temporal reference systems are concerned, in GeoDCAT-AP this is modelled by saying that the data are conformant with (dct:conformsTo) a given spatial/temporal reference systems - using a pattern analogous to the one used in DQV (see UC28).

DCAT2 includes an example on how to specify the reference system by using property dct:conformsTo:
