Update certifierCredential and certifierReport #1435

This pull request makes the following changes for the certifierCredential and certifierReport properties:

  • fixes the definitions to say "the associated certifiedBy property"
  • adds the "Extends" field to the definition table to additionally specify these are only associated with certifiedBy
  • updates all examples with the properties to link them to a certifier using the refines attribute

The two links (Accessibility preview and Accessibility diff) do not work.

The two links (Accessibility preview and Accessibility diff) do not work.

The links won't work once the branches are merged; that's one of the limitations of having multiple specifications. Only the core spec diffs and previews are retained for a while as the pr-preview program copies them to an aws server. I don't know how long they're retained, though.

@mattgarrish Thanks for your clarification. I guess that we have to live with this limitation.
