name of levels on headings

In Section 4.1.2, we have a state:

JIS X 4051 describes the elements of a block heading as follows: top level heading, medium level heading and low level heading

but, in glossary:

top level heading 大見出し
second level heading 中見出し
third level heading 小見出し

which we should use, top/medium/low or top/second/third?

Personally I prefer adhering to the original more closely, so using "second" and "third" seems not totally accurate. I think "large" "medium" and "small" to be closest, and "top" and "bottom" an ok compromise if "large" and "small" are somehow objectionable.

It seems there is only one place (2.6.3) where the “second level”, “third level” are used in place of “medium” and “low”. How about we fix the inconsistency with the immediate release and if necessary consider replacing “low” with “small” or “bottom” in the next update?

there seems 34 'level heading' in total, will change following. Also there is some use as:

one of the headings between the top and third levels is used

• 1 first -> top
• 1 the highest (in https://w3c.github.io/jlreq/#n42), should be fine to be kept?
• 2 second (in https://w3c.github.io/jlreq/#n42 and glossary), first one should be fine to be kept?; -> medium
• 1 higher (in ), -> upper? (also smaller size headings need to be lower level headings)
• 2 thrid -> low

the small-headings are usually set with 10 points, medium-headings are usually set with 12 points and large-headings are usually set with 14 points.

these are (大中小)見出し in Japanese, so change to top/medium/low level headings
