WebIDL-generated subsections have h2-headings #46

For subsections generated by respec for WebIDL fragments (e.g. "Attributes", "Methods"), the headings generated for "HTML4" compatibility are all h2 (where other subsections get a heading in function of their nesting level).

Yes, I'm aware of that problem but currently chairing. I believe that the fix has actually been committed, but one just needs to build a release.

I just pushed a release that I think will fix this, but I haven't really had a chance to double-check that it works. It's 3.1.9 (now shown at the top of the bundled JS).
