WebVTT Implementation report and CR update

Status regarding the Japanese language test questions raised by Netflix.
Decision to publish an updated CR.

TTML2 and TTML3 pull requests

Multiple pull requests have been opened on TTML2 for group review.

Pull request w3c/ttml3#30 Add module framework (w3c/ttml3#29).

Pull request w3c/ttml2#1049 Prevent font element from overriding generic font family (w3c/ttml2#1042).
