I'm not sure these are sufficiently related. The Failure technique is:
Failure of Success Criterion 3.3.2 by visually formatting a set of phone number fields but not including a text label
The procedure checks for labels and instructions. So this is really about providing sufficient context.
But the three techniques you cite are more ensuring they are programmatically determined. H71 is probably close enough, since it discusses a legend, which is a visual label or instruction. But the other two do not seem to closely apply.
