Test runner has no progress on updating and loading test manifest

Just tried to update Vibration test results via http://w3c-test.org/tools/runner/index.html on both Chrome/Firefox for Android and desktop, seems it has no progress on updating and loading test manifest.

Yeah, I agree this is bad user experience. We should add some UI indicator so that users know it's doing something instead of just hanging.

Seems at current being it is not only bad user experience, but it hangs for more than an hour and still no progress.

By the way, do you know how long it takes to update and load test manifest?

Oh, that's probably something wrong with the server, then. I just restarted it, so please try again now.

I think normally it shouldn't take more than 30 seconds or so.
