mecrisp-stellaris 2.6.5-a local working copy two targets only

There are only two targets included in this pre-release of this local repository.

stm32f4xx (taken as a single target of the 'two' targets here)

microbit (v1.5 only; newer microbit targets use another MCU)

This release builds fine (using the arm-non-eabi compiler chain from the vendor).
