Summary of outstanding test change review

To help make progress on test change review I've gone through the open ones and compiled a list of required action per browser engine.

Chromium:

• CQ tests that depend on other features #305 (filed by Mozilla)
• Consider adding infinity/NaN tests for more interop-2023-mathfunctions tests #306 (filed by Mozilla)
• Remove the pointerevent test that is for touch input #307 (filed by Mozilla, support from Apple)
• Tests for non-standard MouseEvent.toElement/MouseEvent.fromElement properties #308 (filed by Mozilla)
• Add css/css-overflow/overflow-overlay.html to WebCompat focus area #311 (filed by Mozilla)
• Remove /html/semantics/forms/the-input-element/selection-pointer.html from Interop 2023 #313 (filed by Mozilla)

WebKit:

• Tests (and spec) for :user-valid and :user-invalid are... light #304 (Spec :user-invalid & :user-valid whatwg/html#9047)
