Description: When creating a new form, the sidebar that contains the controls for adding and editing questions has no labels or icons.
Steps to Reproduce:
Try to create a new form in Google forms. This seems to only happen on Windows.

@miketaylr, I created a new form but I'm not able to reproduce the issue. All the control were displayed on the sidebar.

Yep, this reproduces for me on my touchscreen laptop.

Sadly it doesn't reproduce in RDM, so I can't just punt this to someone smarter than me. 😢

It seems like this might be a regression, I launched some random build from last year and the SVG sprite icons display as expected.

AFAICT, there isn't anything that should be preventing the icons from displaying. Perhaps a graphics thing.

@osunick just to follow up here -- the patch that broke this has been reverted, and it should ship in 69. thanks for reporting!
