I realized the CoC was not linked anywhere, albeit requested, so I went ahead and added a link in both
README.mdandCONTRIBUTING.md. In addition, I did a bold and renamedcodeofconduct.mdtoCODE_OF_CONDUCT.mdsince that's a bit of a GitHub convention.r? @miketaylr
