Fix update of cucumber pickle data for before/after hooks

Proposed changes

Emit _cucumberPickle data for each event when updated at cucumberFormatter. In this change we are emitting pickle data only onGherkinDocument, before this we were sending updated pickle data to getHookParams passed to before/after hooks. Which results in step as undefined here.
