Ability to work with wdio.conf.ts in Typescript

//: # This resolves the feature request #12663. As of now, default config file is assumed as wdio.conf.js and even if we have .conf.ts in the root, the code looked for .js. Now, we are setting isTSFile as true if file with allowed extensions return .conf.ts file. Now, .conf.ts is also looked for and once found, it runs the test successfully.
