Bower Deprecation Plan

Given that Bower is deprecated, we need a plan to also deprecate Bower and Bower GitHub WebJars. Here is a draft:

• February 2024 - Add a deprecation notice for these WebJar types on webjargs.org displayed on the description and publishing ("Add a WebJar") UIs
• February 2024 - Add a deprecation annotation / warning on webjars-locator / webjars-locator-core for these types
• August 2024 - Disable publishing of new Bower / Bower GitHub WebJars
• February 2025 - Remove Bower / Bower GitHub from webjars.org descriptions and search (note the existing artifacts will forever be available on Maven Central
• February 2025 - Migrate locator logic to webjars-locator-lite which does not support Bower / Bower GitHub
