Every time a new WebJar is published, a tweet should be sent out via the webjars Twitter account.

It would be fine to have this, and it may be part of automation stuff related to Travis-CI integration.

According to the flow of webjars it may risk to overflow it. So, wouldn't it be better to tweet new webjars and updates on a separate account and keep this one for "regular news" ?

Yeah, another account might make sense. One idea for how to do this is to use the email from Sonatype on release. There are Heroku addons that call a web api when an email is received. That would keep things nice and stateless. I just need to figure out how to add another email to the Sonatype notifications.

Yes, I think this too. I was thinking of making a call to t (https://github.com/sferik/t) at the end of deployment but your seems better and works for both manual and automatic deployment.
