v1.5 Update: Combining diacritics and New Anchors

- Created Combining diacritics from diacritics already in fonts - Fixed some bugs (iacute_j, localCAT, among others) - Added anchors, will now support some African orthographies Many thanks to Denis Moyogo Jacquerye
