Move pluginTemplate.js from the repo to the wiki

The content of the file could be put into a formatted block here https://github.com/wet-boew/wet-boew/wiki/Adding-new-functionality#wiki-Creating_plugins.

Maybe that and including it on that same wiki page as an attachment (file could be hosted in the wet-boew-attachments repository).
