Cleaned up CSS copy and subtasks
Not needed with native Sass imports
Earlier commit caused preminified CSS not to be deleted

This prevents the files from being compiled to CSS. The intermediate CSS isn't needed now that native Sass imports are being used.
All the files rename/moved are recognized by git as such, so it shouldn't affect future PRs.
Changed pe-ap and pe-ap-ie to explicit Sass imports, rather than merging just in Ant.
