Export "network partition key"

Exporting this allows other specs to partition network state on the same key used for the HTTP cache.

Network Error Logging, in particular, would like to use this concept by reference (see w3c/network-error-logging#138).

Presumably you only need this to denote a type somewhere and you use "determine the network partition key" to get it?

Exactly -- it's used to declare that a particular map is keyed on a network partition key, and the algorithms are used later to get the actual key to use.
