https://html.spec.whatwg.org/#has-focus-steps talks about "the top-level browsing context". What does that mean? There can be a bunch of top-level browsing contexts in general.

This should be target's browsing context's top-level browsing context. Marking this as a "good first issue" for anyone who wants to update the text.
