build or install fapws3 due to a libev only being checked for .a extension. I added some logic to check for .la and .so, this allowed me to install on x86_64 and ia64 architectures on gentoo.

Bug originally found by rossdylan; fapws3 failed to build or instal due to a libev only checking for .a
