Describe the bug
The chrome://settings/fonts settings are disabled under Windows XP SP3 x86.

To Reproduce
Steps to reproduce the behavior:

  1. Go to chrome://settings/fonts.
  2. Every setting under this page are disabled and cannot be modified by end user.

Expected behavior
By default, Chromium allows the end user to change the font fallback list for sans-serif, serif and monospace font.

Screenshots
Settings are disabled under Fonts options.

Desktop (please complete the following information):

  • OS: Windows XP Service Pack 3, x86, Simplified Chinese varient
  • 32-bit Superium 122.0.6261.152 (R4)

Additional context
Why this matters to me?
The default monospace font for every simplified Chinese varient of Windows (whether XP or anything higher) is true garbage by all means. I need to change it to Consolas.

And even more important than "see issue 261" is please close your duplicated ticket @chenyiping1995 . It does just congest the bugtracker.
