Not quite ready for merge. Will test using new wiredtiger-linux-no-ftruncate jenkins job.

@keithbostic, this is ready for review.
I tested this locally (added #undef HAVE_FTRUNCATE to wiredtiger_config.h) to verify. There is a wiredtiger-linux-no-ftruncate jenkins job that does that also. I thought we should set it up to run occasionally. Maybe weekly, this stuff isn't likely to change much.

I temporarily modded the wiredtiger-linux-no-ftruncate jenkins job to pull from this branch, and that worked too.
