Add schema for 2003 LEMAS survey #26

Add a schema CSV for the Law Enforcement Management and Administrative
Statistics (LEMAS): 2003 Sample Survey of Law Enforcement Agencies
(ICPSR 4411). The fixed-width text file and codebook can be downloaded
from https://www.icpsr.umich.edu/web/ICPSR/studies/4411.

To build the schema, I used Adobe Acrobat Pro to extract the variable
names from the codebook tables and pdftotext to extract lines that
include the variable character position definitions. I separated the
character positions using Excel's text-to-columns feature and did
general cleanup in Excel.
