This is a known issue, also reported at #5711 I read through that, and it took me a minute to figure out what the actual fix that was needed was.
So, tagging that issue (since I can't add a comment) and leaving crumbs for anyone else who runs into it.
Fix is to install the .NET Framework 3.5 SP1 Runtime from the link below https://dotnet.microsoft.com/en-us/download/visual-studio-sdks?cid=msbuild-developerpacks
From there, see a popup for Adding windows features. I was able to just keep clicking OK/Yes (using the defaults), and it worked for me. (On Win11)
