Clean up various minor issues #61

These are the changes:

Replace list of classifier Python versions with just 2 and 3
Add support for up to Python 3.11
Select the test PyPI repository by name instead of URL
Sync PyEMD long description changes from the README to the pyemd docstring
Adjust code to align with Python PEP-8 more closely

It would be great if you could make a new release after these changes are merged,
because of the Debian package build/test failures with new numpy,
that were fixed by my last cleanup pull request.

Python version releases happen more often than PyEMD releases and there are usually no new compatibility issues for PyEMD.

Add to travis and tox envlist.

Thanks for merging the patches! @wmayner the Debian release freeze is getting closer, so if you could prioritise making a pyemd release, that would be much appreciated.
