Found a simple package that does the job, but it's not so customizable so the bar has to be on top of the page. Dunno how to get it below the nav bar without making my own solution:

Also, the progress bar is based on the page's whole height, which including header and footer. For the future, there's another package I found that has some options to only base it off the actual blog article itself: https://github.com/Amith-B/react-custom-scroll-progress
