WuCass Editor and Edit component should be clear to users on the state of the component implementations

It is not very clear whether wuclasses are created or not by looking at the GUI. In the wuclass edit panel, I can't tell if I am creating a C or a Java class, or if both implementations are already created.

For now, the only way to check it is to click the Edit button.

It should at least say "New" for creating a new implementation
Or "Edit" if existing implementation is found for that language.

We need to think about the UI in more details. We may need to use a wizard
to create a new wuclass in the next release so that we won't worry that the
implementation is available or not. I will leave this as it is in the
release and implement the wuclass wizard latter.

In addition, we may need to think about if we want to make the Name and ID
to be readonly for existing wuclasses. The current editor give users to
manay freedom and it is easy to cause problem.
