Separate quantizers for chroma planes

Plumb the quantizer indices through from rate-control and mimic the plane-level quantizer interpolation from Daala.

Yow that's a lot. It seems correct though.

The Daala ones were CIEDE2000 optimized, iirc. Did you try tweaking it a bit either way to make sure you're still optimized?

Fine tuning this will require collecting more data and a bit of time. It seems to be in the right ballpark.
For Daala the numbers were more extreme but it was bundled with some other chroma bugfixes:
