And since this needs a namespace bump of carbons anyway, also remove
the <private/> element in favor of <no-copy/>.

There was a -1 vote in the council today about this PR; from the minutes:

daniel is -1 in the pull request's current form, mentions that he doesn't want
to bump the version number [the namespace version on carbons] just for that.

Thanks for the PR though; feel free to discuss further in the xsf muc.

There was a -1 vote in the council today about this PR; from the minutes:

I note that it is not up to the XSF council to decide about changes to experimental XEPs. I've created the same PR as #422 excluding the change to XEP-0198. And I personally think that you shouldn't be so quick in closing PRs.
