strfile(1) is part of the fortune package.
To build the fortune database, run
strfile fvl
or
strfile fvl-vendor
respectively.
The fortunes can then be installed (assuming your fortune directory is /usr/share/fortune) with:
cp fvl* /usr/share/fortune
