again for ic (should probably get spatial gridding out of the ic pr)

Document the changes in your pull request

kills off code related to ssnetworking
classifies modular computer and ntnet into their own define file. also adds processing for ssmodular
instead of relying on code meant for door remotes it will now use signals

Why is this good for the game?

helps improve server performance and initialization time, hopefully for those looking at procedural maints this would help with performance.
might also allow windoors and airlocks linked to airlock controls to be usable on remote

port holder: moth_blocks, johnfulpwillard, the dedicated coders of tg until i find you
