I threw twitcasting user url https://twitcasting.tv/icchy8591 (when the page was certainly on live) to download twitcasting streams on live, got an error and that told me to report it. If I try to download archived twitcasting streams, it's done without problem.
I comfirmed it happens with other twitcasting streamer's page.
Provide verbose output that clearly demonstrates the problem
Run your yt-dlp command with -vU flag added (yt-dlp -vU <your command line>)
If using API, add 'verbose': True to YoutubeDL params instead
