The dependencies for some of the Java subprojects (for instance java-driver tests for YCQL and YSQL APIs) have not been updated in some time.
While this doesn't cause any issues on its own, it's good to update the dependencies to more current versions wherever possible.

[#10359] YCQL, YSQL: Update dependencies for Java subprojects

Summary:
Upgrade some Java subproject dependencies to newer versions.

The following dependencies are not yet updated (or not fully updated to the newest versions).

Spark 3.x (for yb-cql-4x project) only upgraded to 3.0.3 as 3.1.2 version is not compatible with Yugabyte's latest spark-cassandra-connector (3.0-yb-8).
For the update to work correctly, the spark connector might need to be rebased to a newer upstream.

Cassandra driver: Using latest versions for the Yugabyte forks (4.6.0-yb-9 for the yb-cql-4x project and 3.8.0-yb-7 for the yb-cql project) but they might need to be rebased to newer upstream versions.

The leftover dependencies above will be handled in follow-up commits.
