Default values of new group dialog is different in german vs. english

Infos:

• Used Zammad version: 5.0.2
• Installation method (source, package, ..): any
• Operating system: any
• Database + version: any
• Elasticsearch version: any
• Browser + version: any

Expected behavior:

• Have the same default values for new groups in english and in german UI

Actual behavior:

• In german UI is different (see 'assign follow ups')

Steps to reproduce the behavior:

• use a fresh Zammad
• got in group create screen with english UI
• got in group create screen with german UI
• compare 'assign follow ups'

Note 0: In addition follow_up_possible and follow_up_assignment are required fields (both should be shown as mandantory).

Note 1: It seem that the problem is here https://github.com/zammad/zammad/blob/develop/db/seeds/object_manager_attributes.rb#L1716 the default should be true. Also to show the fields as mandatory the attributes screens need to be adjusted.
