Fixes #851 and fixes #852 and fixes #738

This is a major step to satisfy ZIP-0. It introduces a new API to directly access prediction markets functionality from each MDM. In this case, we'd like to control MarketIdsPerDisputeBlock inside each MDM.

  • add CorrectionPeriod to MDM::Authorized to allow the authority to correct their authority report
    • the resolution of the authorized market happens after CorrectionPeriod
  • allow each MDM to control its resolution
  • extrinsic dispute fails, if authorized got already an authority report
