ZBeaconTest: use 127.0.0.1 instead of 255.255.255.255 to get tests passing #705

Fixes #620 and gets us closer to releasing JeroMQ 0.5.1. (see #704)

This is not totally great because it means we aren't testing the fix for #686 where ZBeacon supports using 255.255.255.255 as a broadcast address. Feedback welcome.
